The question is especially important in technology-based industries where investment in human capital is critical. In response to this "make vs. buy" dilemma, Wharton management professor Benjamin Campbell and several colleagues use research from the U.S. Census Bureau to statistically demonstrate what course of action a company should take. The results are presented in a paper titled, "The Effect of HRM Practices and R&D Investment on Worker Productivity."
